Creating celebrity wallpaper by applying special effect on images

Start by applying a pink to white gradient to the background.
Press F5 to open brush settings. Select brush and apply brush settings as shown.

Create a new layer and apply the brush.
Change the layer mode to color burn.

 
Insert a cutout of your favorite celebrity and place as shown.
Duplicate the layer. Press Ctrl+I to invert the selection.
Change the layer mode to color.
Duplicate the original layer. Move this layer above all the layers in layer order in layer palette. Change the layer mode to "Vivid Light".
Press F5 to open brush window. Select "Flowing Stars" brush from the default brush presets.

 
Create a new layer above all the layers. Now apply the brush randomly in this layer.
