Tutorial goal:
We are going to make our own painting out of a portrait. You need a bit of drawing and painting skills, but most of the work is done by blending layers and the use of a few filters. Very detailed steps for beginners. Made with CS2.

You don’t need a high resolution photo, I used a personal photo.
Here you can see what the result will be.

First we make a new layer.
Layer>new>layer
This is layer 1.

step 3

Use a brush to paint over the eyes and teeth on the empty layer. Pick the colours with the eyedropper tool. You can use bright colours. Don't forget to put a white spot in both eyes.

step 4

Go to the layer window and set the opacity on layer 1 on 40% to soften the eyes and teeth.

Select>all
