Preliminary:
1. Create a new document that is 2x2 pixels.
2. Press "D" to reset the colors.
3. Select the pencil tool
4. Zoom in to 1600%
5. Fill in the top left and bottom right pixels with black. (Or bottom left and top right)
6. Press CTRL+A and goto Edit, Define Pattern...and give it a name.

Actual Procedure:
1. Find 2 Pictures
2. Put each of them on their own layer.
3. Put the picture you want to be seen most, on the first layer.
4. Put the picture you want to be hidden, on as the second layer.
5. Create a new layer and fill it with the pattern you just created, then put the layer in between the two pictures.
6. Click on the picture layer that you want to be hidden, goto Image, Adjustments, Invert.
7. Then click on the pattern layer in between the 2 pictures and set the blending mode to "Exclusion"
8. Adjust the opacity of the first picture layer accordingly, depending on how much of it you want to be seen.
9. Save it.
10. Open the picture with Internet Explorer one way or another, then press CTRL+A and it should be highlighted and you will be able to see the hidden picture.

Optional:
If you want your picture to seem less obvious, goto the first picture layer, and then goto Edit, Adjustments, Desaturate to turn it into greyscale.

Note:
The higher the opacity of the first picture, the harder it is to see the hidden one.

Comment from the Author:
Well, i saw this same thing done on another forum, so i decided to try it out. It was a lot easier than i thought, just some experimenting and some thinking i got it. Anyways, i hope you enjoyed doing this tutorial as i did making it. Have fun. If you find any mistakes, let me know.
