[1] Take a new file of 400 pixels, 400 pixels
of resolution
72 dpi in the RGB mode.
[2] Now take the Gradient Tool
and
apply the following settings.
[3] Then drag the gradient tool as shwon image below.
[4] Then go to Filter>Distort>Wave use these settings.
[5] Your image will be look like this.
[6] Then go to Filter>Distort>Twirl use these value.
[7] Your image will be look like this.
[8] Now press Cnlt+U, to Hue/Saturation use these values.
[9] Then make the copy of background layer
and change the Blending
Mode Screen.
[10] Now go to Edit>Transform>Flip Vertical.
[11] Your image will be look like this.
[12] Now press Cntl+E, to Merge down
the both layer, then make
the copy again
and change the Blending Mode Lighten
[13] Now go to Edit>Transform>Flip Horizontal.
[14] Then press Cntl+E to Merge down the both layer.
[15] Now press Cntl+B, to Color Balance use thse values.
[16] Here is your final effect.
