New Document |  |
Make a 400x400 document. You can edit>fill the background layer to Dark Grey

Add Text |  |
Add Some Big Black Text in the Middle of your Page, taking up roughly
 |
Edit Text Layer |  |
Now edit>transform>rotate>90 degrees CW Your Text Layer, THEN Duplicate the Layer

Apply Filter-Wind |  |
Clicking on one of the text layers, you'll need to add a filter>styalize>wind using these settings

Link Layers |  |
Now While one of the text layers are selected, link the layer to the other text layer like so:

Merging Layers |  |
Press Ctrl+e and it will merge the two layers into one. Delete the part to the left of the text, and then do a edit>transform>rotate 90 degree CCW
This should return something like this.

Change Mode to Multiply |  |
Finaly you need to change the blending mode of the layer to "multiply" and you'll need to add an artistic>rough pastels with the following settlings:
and if you did the multiply correct on the layer, then it should look like this:
